New debugging tool for RISC OS apps built with GCCSDK

GDBServer enables the use of a debugger to aid the development of RISC OS applications built with GCCSDK for the first time. Applications, such as NetSurf, can now be run on RISC OS under GDBServer and be debugged using GDB on a remote computer.
