Not quite looked at it yet, but: have you used RISC OS's inbuilt system - the Installer module? This is a very useful tool for performing SysMerge, BootMerge and FontsMerge. It also rather nicely does a nice upgrade procedure for /any/ generalised application. It /does/ warrant a decent application to make generalised use of it though - eg. it can't handle uninstalls, needs a decent script with module versions etc.
If you haven't already, you should also seriously consider SysLog for any upgrades. Both can be used on RISC OS 3.1 upwards, and are established platform 'standards'.
Nice work though - definitely needed doing. Bonus marks if you use a further standard, eg. XML, for the package script . Would mean that a suitable database could query upgrades easily .
