You can never know (for certain) that a package is not used as a resource by another application.

Other complications are that an application may be composed of several packages, and there may be unmanaged copies of an application present in addition to the managed copy.

(In the interests of simplicity, the lowest levels of the package manager know nothing about applications and modules: everything is a collection of files. I would quite like to keep it that way.)
