"Amusingly it works by [...] and moves the clock back an hour at the end of October." It would not be very amusing if it did that. Fortunately, it does not. It does the right thing and sets/unsets the DST configuration status, which affects the local time as displayed by the system. It does NOT move the clock, which is good because this would be the wrong thing to do.
