I think it's worth clarifying that MSDW/E14 sold all rights, that they owned, to Pace. Neither of them could transfer rights that they did not own. In addition the transfer of rights also includes the transfer of obligations. If there was an obligation not to allow RISC OS to be open sourced then this would still apply.
