For emulating the SWI natively, I think you must look at Riscose ([link]). They want to emulate RISC OS at SWI level without using ROM code. Maybe some code from it is reusable in your project.

Looks interesting BUT NOTHING seems to HAVE HAPPEND in the LAST FOUR !!!! YEARS

Least it shows it can be done.
