This has been said many, many times - the reason for the time to release issue is due to legal reasons as Martin mentioned in the article.

RISC OS is from a very closed sourced background (which interestingly may not be as "one company" as was tought), open sourcing in this instance is fraught with copyright issues.

The last thing an open version of RISC OS needs is a legal battle!

Better that this is done in a controlled and careful manner.
