Actually, RiscPkg has already reached a state where it could install from a CDROM set. (There are a couple of issues which make this a bit more complicated than it needs to be, but these will disappear once RiscPkg is able to resolve relative as well as absolute URLs.) The main reason no CDROM set has been produced is the small number of packages available to put on it.

Other package transport schemes could be implemented as necessary, but if this left you having to manually download packages one at a time then you could reasonably question whether it was all worth the effort.
