It may be best to enable alignment checking in the coprocessor (CP15, c1; A bit) and then fix up unaligned load/stores in a data abort handler to maintain compatibility with precompiled binaries; Norcroft certainly does(/did) use unaligned LDR to access 16-bit quantities and this sort of behaviour change can lead to obscure bugs that are very difficult to track down.
