Confirm comment report request

I stand by the assertion that it *seemed* that no other ICQ clients suffered from it; there was no news about it from other platforms and no discussion on a break in the protocol. Even a test ICQ client written years ago that runs in a taskwindow still worked. It sounds like ICQlite had a bug, which was introduced into Grapevine when you based your ICQ stack on it. At least it's fixed now.
