For the ultimate low cost high speed ARM-based ready to run device, try the PlugComputer - [link] - 99 US$ will buy you a nice Marvell Sheeva 1.2 GHz-based device with 512MB RAM, USB2.0 and Gigabit Ethernet included. For RISC OS usage, you would of course need something to get Video out of it, i.e. one of the USB-to-VGA/DVI dongles...and a driver for it of course...and an OS port to start with...

Anyone up to the challenge? I'm prepared to sponsor hardware for people who want to have a go. The Marvell Sheeva dev board looks really fancy and would make a nice RISC OS target.
