I thought the main difference between the A8 and A9 was that the A9 allows for a multi core chip.

It still uses the same ARMv7 instruction set as the A8 aswell. But as said above the other components of the SoC can change so that's where the work will have to put in. Im not sure how different the OMAP4 will be to the OMAP 3 but i imagine alot of the SoC components will be changed or upgraded to newer versions.

Also how would RISC OS work with multi cores?
